Compliance

Horilla HRM UAE implementations require deliberate configuration before the system is payroll-ready. Horilla ships with no country-specific payroll rules built in, so every UAE requirement — WPS compliance, gratuity calculation, leave entitlements, Ramadan hours — must be set up explicitly. This guide covers what to configure, in what order, and what to confirm with a qualified UAE HR or legal adviser before you run a live payroll cycle. It is not legal advice.

Why Horilla Needs Configuration for the UAE

Horilla is not plug-and-play for any jurisdiction. As we covered in our Horilla HRM implementation guide, the system ships as a clean, open-source foundation. That is its strength: you configure it to match your actual rules rather than working around someone else's assumptions about your country's labour law.

For UAE private-sector employers registered with MOHRE, that means building out payroll structure, WPS compliance, gratuity logic, leave types, and the working calendar before the system is fit for purpose. None of those are defaults. All of them require deliberate decisions.

This guide assumes MOHRE-registered private-sector employment under the UAE federal labour framework. If your entity operates under DIFC or ADGM, those are separate employment regimes with their own rules — this guide does not cover them.

How Does WPS Compliance Work in Horilla?

The Wages Protection System is the mandatory channel for paying private-sector employees in the UAE. Under MOHRE Ministerial Resolution No. 340 of 2026 — which came into force on 1 June 2026 and repeals the previous Resolution 598 of 2022 — private-sector employers must pay the previous month's wages through WPS or MOHRE-approved systems by the first day of each Gregorian month. An employer is treated as compliant if it pays at least 85% of total wages due by that deadline, which accounts for lawful deductions. Late payment can trigger the graduated enforcement measures described above. Free zone entities may operate under different rules; confirm with your adviser.

The configuration point in Horilla: your payroll run must complete and be approved in time for the bank or WPS provider to process the file before the first of the month. That means your payroll calendar, approval workflow, and any overtime or deduction calculations need to close several working days ahead of the deadline — not on it.

On the WPS file itself: do not assume Horilla generates a WPS-compliant export natively. Depending on your bank or WPS agent's file specification, you will likely need a custom export or report built and tested during UAT. Confirm the exact file format with your bank or WPS provider early in the implementation, not at go-live.

How Is End-of-Service Gratuity Calculated?

Gratuity is one of the most consequential configurations in a UAE Horilla setup, and it depends entirely on getting the salary structure right first.

Under Federal Decree-Law No. 33 of 2021 (Article 51), an employee who completes at least one year of service is entitled to 21 days' basic salary per year for the first five years of service, and 30 days' basic salary per year thereafter. The calculation uses the employee's last basic salary — not total compensation.

That last point drives a specific configuration requirement: your salary structure in Horilla must separate basic salary from allowances. If housing allowance, transport allowance, or any other component is bundled into a single salary field, the gratuity calculation will be wrong. Define salary components explicitly, map each employee's package to those components, and make the basic salary field the single source of truth for gratuity.

Whether Horilla can calculate gratuity for your specific contract types should be tested during configuration and UAT, and may need a custom calculation or report. The logic depends on contract type, exit reason, and tenure — those rules affect entitlement and must be confirmed with your UAE HR or legal adviser before you configure any formula.

What Leave Types Does UAE Labour Law Require?

Annual leave is the starting point. Under the UAE labour law (u.ae government portal), employees who have completed one year of service are entitled to 30 days of fully paid annual leave per year. Employees who have completed more than six months but less than one year accrue 2 days per month. Configure the accrual rule and the one-year eligibility trigger as separate conditions.

Beyond annual leave, the UAE Labour Law recognises a range of additional leave types. Each of these needs to be configured in Horilla:

  • Maternity leave: Commonly cited as 60 days, with 45 days at full pay and 15 days at half pay. Confirm the current entitlement and any conditions with your adviser before configuring.

  • Parental leave: Recognised under the law; confirm current entitlement.

  • Sick leave: Commonly cited as up to 90 days per year, structured as 15 days at full pay, 30 days at half pay, and 45 days unpaid. Confirm against the current law before configuring.

  • Hajj leave: Duration is employer and law dependent. Do not configure a fixed number without confirming the current entitlement.

  • Umrah leave: Recognised; confirm entitlement.

  • Study leave: Recognised; confirm conditions and duration.

  • National service leave: Recognised under the UAE Labour Law (u.ae portal); confirm current entitlement and eligibility conditions with your adviser before configuring.

  • Compassionate or bereavement leave: Recognised; confirm entitlement.

For each leave type, configure the entitlement, the pay rate during the leave period, and any eligibility conditions such as minimum tenure. How unused annual leave is handled at end of service should also be confirmed with your adviser and configured consistently.

How Do Ramadan Hours and Public Holidays Work?

Reduced working hours apply for private-sector staff during Ramadan. Confirm the current rule with your adviser before each Ramadan period, and build Ramadan as a configurable calendar period in Horilla that can be updated annually when MOHRE publishes the applicable hours. A full day of leave taken during Ramadan is commonly treated as a full working day for leave deduction purposes; confirm this with your adviser.

Public holidays in the UAE are announced by the government each year and can differ by emirate and free zone. Configure your public holiday calendar in Horilla as an annual task, not a one-time setup. Set a reminder to update it before the start of each calendar year, and confirm whether your specific emirate or free zone observes any additional or different holidays.

How Does UAE Configuration Fit Into a Horilla Implementation?

WireApps' published guidance for a full Horilla implementation is 6 to 12 weeks; a UAE setup with WPS and gratuity work may sit at the longer end, so scope it early. Horilla suits businesses from around 20 employees upward. For context on how Horilla compares to other options before you commit to the platform, our open-source HR software comparison covers the key distinctions.

The implementation phases relevant to UAE configuration are:

  1. Infrastructure: Environment setup and access controls. Confirm hosting and access requirements with your implementation partner before this phase begins.

  2. Core HR configuration: This is where all UAE-specific rules are built. Salary structure, gratuity logic, leave types, working week, Ramadan calendar, and public holidays all live here. Do not rush this phase.

  3. Data migration: Employee records, historical leave balances, and existing salary structures. Clean data in means clean payroll out.

  4. Integrations: WPS file export, bank or payroll provider connections, and any accounting system integration. This is where the WPS file format question gets resolved.

  5. UAT: Typically 1 to 2 weeks, and should include a parallel payroll period. Test every leave type, every gratuity scenario, and the WPS export against your bank's specification. For a payroll-live implementation, this step is non-negotiable.

  6. Go-live and hypercare: First live payroll run with close support available. Hypercare typically runs 2 to 4 weeks.

Infrastructure setup typically takes 1 to 2 weeks. The phases in between — core configuration, data migration, and integrations — vary in duration depending on employee count, data complexity, and the number of integrations required.

When Horilla Is Less Suitable

Horilla is not plug-and-play and requires configuration to function correctly for any jurisdiction. If your business has no in-house technical capability and no implementation partner, the configuration work described above will not get done correctly. It is also less suitable when your payroll complexity requires a deeply integrated UAE payroll engine rather than a configurable open-source system.

What to Confirm With Your Adviser Before Go-Live

Before you run a live payroll cycle, confirm the following with a qualified UAE HR or legal adviser:

  • The current WPS file format required by your specific bank or WPS agent

  • Whether your entity's free zone or emirate has any WPS variations from the federal rule

  • Gratuity entitlement conditions for your specific contract types and exit scenarios

  • Current sick leave, maternity leave, parental leave, and Hajj leave entitlements under the law as it stands at go-live

  • Unused annual leave treatment at end of service

  • The current Ramadan working hours reduction for your sector

  • Public holiday calendar for your emirate and any applicable free zone for the current year

  • Whether DIFC or ADGM rules apply to any part of your workforce

This list is not exhaustive. UAE labour law is updated periodically, and the configuration you build today needs to be reviewed whenever the law changes.

FAQs

Does Horilla generate a WPS file automatically?

Not natively for UAE requirements. The WPS file format varies by bank and WPS agent. A custom export or report will need to be built during the implementation and tested against your provider's specification in UAT before go-live.

Can Horilla calculate gratuity automatically?

Whether Horilla can calculate gratuity for your specific contract types should be tested during configuration and UAT, and may need a custom calculation or report. The logic depends on contract type, exit reason, and tenure rules under Federal Decree-Law No. 33 of 2021. Confirm the entitlement rules with a UAE adviser before you rely on any automated output.

What is the WPS payment deadline under the 2026 rules?

Under MOHRE Ministerial Resolution No. 340 of 2026, in force from 1 June 2026, private-sector employers must pay the previous month's wages through WPS or MOHRE-approved systems by the first day of each Gregorian month. An employer is compliant if it pays at least 85% of total wages due by that deadline.

How long does a Horilla UAE implementation take?

WireApps' published guidance for a full Horilla implementation is 6 to 12 weeks. A UAE setup with WPS and gratuity work may sit at the longer end of that range. UAT is typically 1 to 2 weeks and should include a parallel payroll period — for a payroll-live implementation, it is non-negotiable.

Does this guide apply to DIFC or ADGM entities?

No. DIFC and ADGM operate separate employment regimes. This guide covers MOHRE-registered private-sector employment under the UAE federal framework only. If your entity is registered with DIFC or ADGM, confirm the applicable rules with a specialist adviser before configuring any HR system.

Horilla is a capable open-source HRM platform, but a UAE-compliant payroll configuration requires deliberate setup work across salary structure, gratuity logic, WPS export, leave entitlements, and the working calendar. None of it is automatic.

The configuration decisions described here are technical and legal at the same time. Getting the salary structure wrong cascades into incorrect gratuity. Getting the WPS export wrong means late payment can trigger the graduated enforcement measures described above. Getting leave entitlements wrong creates liability at end of service.
